Overview:

Praescient Analytics is seeking an experienced Program Manager to lead program-level oversight and task order execution under the Department of Justice (DOJ) Research and Technical Support (RTS) Blanket Purchase Agreement (BPA). The Program Manager will be responsible for managing a diverse portfolio of task orders supporting DOJ headquarters and component agencies—including the FBI, DEA, ATF, USMS, OIG, EOUSA, and other DOJ divisions.

This role requires a dynamic leader capable of managing both technical and strategic assignments, encompassing IT modernization, data analytics, research, and mission support programs. The ideal candidate brings strong program management discipline, experience leading cross-functional delivery teams, and the ability to interface directly with senior government officials to ensure exceptional program performance across multiple concurrent task orders.

Key Responsibilities:

  • Provide program management oversight across multiple task orders issued under the DOJ RTS BPA, ensuring schedule, scope, and cost compliance.
  • Direct and coordinate multidisciplinary teams delivering IT modernization, analytics, and strategic mission support services.
  • Serve as the primary point of contact (POC) for DOJ contracting officers, CORs, and task order managers, maintaining continuous communication and transparency.
  • Oversee the development of task order proposals, work plans, staffing strategies, and performance tracking metrics.
  • Implement consistent program management frameworks that align with DOJ governance, mission requirements, and performance standards.
  • Support strategic assignments including business process improvement, operational assessments, data analysis, and research projects in support of DOJ priorities.
  • Maintain oversight of deliverables ensuring quality, compliance with DOJ policies, and adherence to federal standards including FISMA, NIST, and DOJ security frameworks.
  • Prepare and deliver executive-level briefings and program performance reports to DOJ leadership.
  • Identify and mitigate risks, manage dependencies, and drive continuous improvement across task orders.
  • Mentor task order leads and project managers to promote consistent execution and client satisfaction.

Minimum Qualifications

  • 10+ years of progressive program or project management experience within federal or law enforcement environments.
  • 5+ years managing multiple concurrent task orders or projects under a BPA, IDIQ, or equivalent contract structure.
  • Proven experience leading teams supporting DOJ or DOJ component agencies.
  • Demonstrated success managing programs integrating IT, data analytics, and operational support functions.
  • Strong understanding of federal program management principles, acquisition lifecycle, and performance-based management.
  • Excellent written and verbal communication skills, with experience briefing executive and senior federal stakeholders.
  • Education: Master’s degree in Management, Information Systems, Engineering, Business Administration, or a related field.

Preferred Qualifications

  • PMP, PgMP, or DAWIA Program Management certification.
  • Experience supporting DOJ components such as FBI, DEA, ATF, USMS, OIG, or EOUSA.
  • Familiarity with DOJ RTS BPA structure, governance, and task order lifecycle management.
  • Background in managing teams delivering research, analytics, or technical advisory services.
  • Demonstrated ability to manage subcontractors, teaming partners, and cross-agency collaboration.
